DETROIT ~ As communities across Michigan debate the impact of large data center projects, U.S. Rep. Debbie Dingell is proposing a national framework aimed at giving residents a greater voice in how developments are planned and regulated. Her proposed “Data Center Bill of Rights” would require companies to cover infrastructure costs tied to projects while protecting homeowners from utility rate increases and increasing transparency through public input and environmental oversight.
For residents concerned about the rapid growth of artificial intelligence and data center construction, the proposal seeks to balance economic development with community concerns. Dingell said she plans to gather public feedback before introducing legislation as questions continue over who should bear the costs of expanding power, water and transportation systems needed to support the industry’s growth.
