Wayne County and the state of Michigan have finalized a consent deal. The deal will become effective after approval from the Wayne County Commissioners and will give the county executive powers like an emergency manager. According to a press release, Warren Evans has the ability to set wages, hours and other conditions of employment. Evans has said he has a heavy hammer but would rather negotiate with unions. The consent agreement gives Wayne County the ability to eliminate and extinguish $52 million in structural deficits and stabilize the county’s finances.
